Training for local authorities on staff management and conflicts resolution

The second course of training for LGUs representatives took place in Durres on February 24-25th 2012. The training, was attended by local elected representatives and municipal administration from:  Tirana, Kamza, Burrel, Vau i Dejes, Permet, Kukes, Kavaja, Shijak, Himara Pogradec. The first day of the course focused on staff management and conflicts resolution and was addressed by the expert Mr.Erind Kraja. The theme stirred great interest among the participants because the political situation of conflicts they face each day.Two of the most typical cases that were brought up as a real concern to all municipalities, was their relationship with the Municipal Council and secondly, the water supply management. Seminar addressed in practical cases of water supply organisation issues in Burrel and Permet and expert Erind Kraja analyzed some of the reasons for these conflict between municipalitis and how this conflict can be managed.

The second day of the course focused on evaluating and establishing proper relationships with the community. The lecturers, Ms.Albana Dhimitri and Mr.Alban Bala, explained the best ways to build public confidence for the activity of municipalities. Ms.Dhimitri pointed to public hearings and the creation of practical bridges of communication with the citizens for any initiative or problems. Practical examples from her experience in the Municipality of Tirana, were very valuable to transmit appropriate solutions to the participants. Mr.Alban Bala focused on another aspect of public relations campaigns and the raising of the proper image of a local leadership as well as appropriate ways of communicating with citizens.

The participants received a participation certificate issued by the Academy of Political Studies and the Training Institute of Public Administration. At the request of the participants, were transmitted to them all the materials covered by the lecturers, such as  guidelines and toolkits for the staff menagement and conflict resolution.
