Training programme for local government authorities

The programme
In 2012, the Academy of Political Studies started to implement a new training programme for local government officials. Through expanding to the local level knowledge transfer practices based on the peer-to-peer approach the APS ensures a greater and more focused outreach of its objectives and impact. The trainings are expected to contribute to further improvement of good governance practices at the local level.

The full training cycle consists of four 2-day training sessions and includes study visits in local government units to encourage peer-to-peer dialogue at local level and dissemination of best practices. The programme is implemented in cooperation with the Training Institute of Public Administration. Upon completion of training a certificate is issued jointly by the APS and TIPA, which also is registered to the official database of this public institution.

This programme intends as well to contribute towards facilitation of political dialogue and communication between local representatives of the two main political forces in Albania.

The programme is already supported for the period 2013-2015 thanks to the support of the Swiss Cooperation Office in Albania and Open Society Fundation Albania - OSFA Soros.


The specific objectives of the trainings are:
  • To increase the knowledge of Local Government Authorities (LGA) on core principles of good governance such as rule of law, legitimacy, transparency, accountability to citizens, accessibility and respect for human rights;
  • To enhance modern practices and share best practices in local decision-making process and transparent management, that takes into account the different public interests and opinions;
  • Increase the knowledge and competency of LGAs with regards to EU financial instruments and accessibility
Organisation
The APS selects each year about 20 Local Government Units (Municipalities and Communes) that become part of the programme.
The seminars combine the expertise of national experts with the ones provided in partnership with the CoE Congress of Local and Regional Authorities. They have the format of 2-day events, usually during the weekends, and combine theoretical approaches with practical policies and solutions to daily life problems of LGUs.

The core methodology is the peer-to-peer approach where LGU representatives after identifying the major concerns affecting the implementation of their daily tasks, are assisted to design specific solutions and policies and thus strengthening good governance practices at local level.

To this point the target participants in this programme are not only the mayors but also senior technical staff of the selected LGUs. The Academy of Political Studies in cooperation with the Training Institute of Public Administration (TIPA) ensures a balanced gender participation in the training modules.
